How Is the Plan Developed?

Buhl’s Comprehensive Plan update follows a collaborative and transparent process that
includes the following steps:

1. Project Kickoff
City leaders, staff, and planning consultants work together to define the scope of the plan and outline key milestones.

2. Community Outreach
Input from residents, business owners, and other stakeholders is gathered through surveys, public meetings, and open houses to ensure the plan reflects the community’s priorities.

3. Existing Conditions Assessment
Data is collected and analyzed to understand Buhl’s current demographics, land use, infrastructure, economy, housing, and public services.

4. Visioning and Goal Setting
A shared vision for Buhl’s future is developed based on community input, followed by clear goals and guiding principles to inform policy development.

5. Draft Plan Preparation
City staff and consultants prepare the draft plan, integrating the required components under Idaho Code §67-6508 and aligning with local priorities and state planning standards.

6. Public Review and Feedback
The draft is shared with the public for review, and revisions are made based on feedback received to ensure broad community support.

7. Formal Adoption
After public hearings with the Planning & Zoning Commission and City Council, the Comprehensive Plan is officially adopted by ordinance. Once adopted, the Plan becomes a living document that helps guide decisions about land use, infrastructure investment, zoning, and growth for years to come.
