What Is a Comprehensive Plan?
A Comprehensive Plan is a long-term, community-driven guide that helps cities like Buhl make informed decisions about land use, growth, infrastructure, and public services. It outlines the community’s vision for the future and provides the framework for policies and investments that support that vision. In Idaho, the creation and adoption of comprehensive plans are governed by Idaho Code § 67-6508 as part of the Local Land Use Planning Act.
Every city in Idaho is required to develop a comprehensive plan that addresses at least 17 key components—ranging from housing and transportation to economic development, parks, and public services. These elements are intended to work together to promote orderly growth, protect public health and safety, and preserve the quality of life for current and future residents.
